time-sync in ntp.py must have support to sync time if server use chrony instead of ntpd

Detailed bug description:
In case if we use Centos Cloud image - chrony used as time-sync daemon instead of ntpd and if we revert such snapshot - we received traceback:
http://
reason- /etc/ntpd.conf is not present
after installing of fuel services - chrony is disabled and ntpd uses for time-syncing
