update_hosts task fails on base OS nodes without mgmt specified in networking template

Bug Description
Fuel 8.0
As nodes with base OS roles assigned have no networking configured, we removed not needed interfaces from networking template. During deployment the update_hosts task has failed, as seen in the logs: http://
Without in depth analysis, one solution would be not running this task on base os nodes, as they are not connected to mgmt network anyway.
