Detailed bug description:
Can't create volume in nova az using env with ceph+cinder-vmware nodes.

Create env with vCenter + DVS plugin 3.0.0
Configure Openstack settings:

- Ceph RadosGW for objects (Swift API)
Add following nodes:
Controller + Cinder-vmware + CephOSD
Compute + Cinder-vmware + CephOSD
Deploy env

Expected results:
All OSTF test cases should be passed.
Actual result:
Failed 2 OSTF tests:

- Create volume and attach it to instance (failure)
