Failed to launch instance after deployment with packages from UCA

Detailed bug description:
After deploying of cluster from UCA repos OSTF failed to launch instances. In nova-conductor logs I found 2 types of error:

Steps to reproduce:
1 - Create cluster with Ubuntu+UCA release, ceph for all
2 - Add 3 controllers and 3 compute+ceph nodes
3 - Deploy cluster
4 - Run OSTF

Expected result:
All passed

Actual result:
5 tests failed

    Ensure libvirt-services running on Ubuntu

    On Ubuntu services don't autostart when
    "nova-compute" package being installed (due to
    "tweaks::ubuntu_service_override").
    This behaviour affects services from auto-
    installed packages (dependencies for "nova-
    compute").
    These services are provided by puppet-nova,
    so they should be ensured by Puppet.
