In fuel-devops interface name exceeds 15 chars limit

Bug Description

After switch to fuel-devops 2.9.20 we've got this error message:
2016-04-06 05:55:30.805+0000: 1457: error : virNetDevTapCreate:195 : Network interface name 'fuel312net169601' is too long: Numerical result out of range

The reason is prefix become longer for 3 digits and in sum with our current IDs it is 16 symbols long. Even if I cut prefix technically we will get same issue again (unless we redeploy devops or reset number). So maybe it will be better to use random number as interface ID instead of incremental?
