Bug Description

Fuel iso#133
Detailed bug description:

In case of changing env configuration, for example adding a compute-vmware node, we need to set appropriate changes for DVS plugin. Currently plugin settings is locked after deploy.

Steps to reproduce:

   - Deploy env with vCenter and DVS plugin
   - Add a compute-vmware node and assign vSphere cluster to this node
   - Try to change DVS plugin settings on Network tab

Expected results:

We should able to change plugin settings.

Actual result:

   DVS plugin settings are locked.

Iliya, does this issue affect Fuel UI? If yes, could you please provide some screenshots? Or maybe texts of exceptions in browser console, if any.
