No explanation of forbidding stop deployment on UI

Steps to reproduce:
1) deploy any cluster
2) add any role to existing cluster
3) deploy changes
4) press stop deploy button

Expected result:
1)Message that stop deploy feature for previosly deployed cluster forbidden to prevent of damage data and losting nodes in cluster
2) Deploy process continue

Actual result:
1) stop action is forbidden for the cluster - see to [0]
2) Deploy process continue

Stop deployment feature has been rewritten in Mitaka release. There should be no forbidding for stop of the deployment.

I can see that the version of Fuel is 8.0. A pre-provisioned cluster must support LCM in order to allow stopping its deployment. I will add a message to Nailgun that will let users know that.

    Add explanation when a deployment is unstoppable

    This patch adds a clear message saying that a pre-provisioned
    cluster must support LCM feature in order to allow stopping its
    deployment.
