Bug Description

So far an openstack cloud deployed by Fuel all use UTC, we need to set correct time zone for host OS and openstack services, it's valuable for LMA monitoring and troubleshooting.

It is a common practice to use UTC on nodes as time shifts affects logging, monitoring UX badly

Note that rsyslog is configured by Fuel to use date-rfc3339 timestamps. See https://tools.ietf.org/html/rfc5424 https://www.ietf.org/rfc/rfc3339.txt.
