[fuel-devops] Add possibility to run fuelmenu

Currently, when doing

  dos.py admin-setup <env>

fuelmenu isn't running by default. We should provide possibility for running fuelmenu by --show-menu flag.

We are going to change the object model in fuel-devops. 'show fuelmenu' option could be passed for role 'fuel-master' in the appropriate template section [1] and covered by extended Node model (in development at the moment).
