Bug Description

We have this method (generate_network_scheme) in a number of network serializers for different versions of environments (6.0 - 7.0) and network backends (Neutron, Nova-Network). Methods are long and they can be split into parts. Some of those parts can be reused between all those serializers (DRY).

We passed SCF in 8.0. Moving the bug to 9.0.
