Bug Description

Tests located in 'nailgun/nailgun/test/unit/test_network_template_validator.py' and 'nailgun/nailgun/test/unit/test_network_configuration_validator.py' have a lot of duplicated logic. It needs to be refactored to follow DRY concept.
