It looks like our infrastructure doesn't use correct methods to install fuel-devops for fuel-agent.pkgs.ubuntu.review_fuel_agent_ironic_deploy env.
HOT IT SHOULD WORK. fuel-qa provides compatible version of fuel-devops to be used in tests with fuelweb_test/requirements-devops-source.txt files. We should use the data from this file to setup environment.
HOW IT REALLY WORKS. It looks like we just use pre-installed fuel-devops 3.0.3.
This breaks the test for stable/mitaka patch and makes stable/newton tests less informative.
