Fuel version should be checked via api, due to ssl tests

Bug Description
We have some tests which check the force ssl switching-on for master node.
But fuel cli doesn't support ssl at all
We check fuel release version via cli, and this check fails when ssl is enabled for master node.
Need to implement the check via api client
[root@nailgun ~]# fuel fuel-version
Can't connect to Nailgun server!
Please check connection settings in your configuration file.
[root@nailgun ~]# echo $?
