[RFE] [Ironic] Add deployment tests for Ironic

Add deployment tests for Ironic

Possible configurations to add:

1. Deploy cluster with Ironic and Ceilometer
2. Deploy cluster with Ironic and Murano
3. Deploy cluster with Ironic and Sahara
4. Upscale and Downscale cluster with Ironic an Controller+Ironic nodes
