Progress shows 100% for deploy while there is one more task is in progress

Bug Description
As we moved Glance image upload to Astute's job, UI must not show 100% when there is remaining work to be done on orchestrator's side.
Currently it shows 100% while Astute tries to upload image. User perception is like "all nodes are in ready status, progress 100% - why doesn't it finish? Does it hang?"
If we show 95% or so, but not 100, it should be fine for now.

Hi. Yes, it is problem in Astute. Not so long ago we have no such tasks or this tasks was very fast. That is why we show 100%.
Yes, we can change this to more expected behavior in in Astute with or without changes to UI code.
