Bug Description

We should sync /etc/puppet with releases using 'fuel release --sync-deployment-tasks'

Steps to verify:
1) Upgrade fuel from 7.0 to 8.0
2) Create any cluster and start deployment
The deployment should start (in context of this bug - result of deployment doesn't matter)
