logrotate doesn't look into /var/log/upstart

Bug Description

Mos 6.1 Ubuntu

All OpenStack services has their logs duplicated in /var/log/upstart/... folders. If the service is running for a long time, the files may increase dramatically, especially in case there are errors with tracebacks (in my real environment there are Keystone log files with the size of 100G on every controller). These logs are rotated by Upstart itself, only when the service is being restarted.

Fuel doesn't set up logrotate to take care about those logs.

This was fixed for 7.0 as part of change Ifefec5e4c8e3438229018edc7c1aaa53a3a779bd and bug 1469176. This only affects <7.0.
