Bug Description

We should run logrotate more often for debug mode deployments. This is related to extremely verbose logging of MongoDB and ceilometer that could fill up smaller disks. Compressing more often means fewer total logs are retained, but reduces the risk of running out of space and crashing nodes.

    Logrotate more aggressively on debug mode

    Debug log rotation occurs every 10 minutes,
    so that disk space can be conserved when running
    applications with high volume of logs.

Actually this fix was accepted for 5.1.1 and we missed the status update for this bug. I cannot assign it now to 5.1.1 because it is closed, so I put 5.1.2 fix committed as well
