radosgw can't start without OSDs and fails deployment

As originally found in bug #1261966, radosgw requires active OSDs to operate. Previously it would crash some time after being started, now we see that it can also fail to start altogether, causing the whole deployment to fail.

Given that we now have a post-deployment action to restart radosgw, we don't need to start radosgw during deployment.

    don't start radosgw service from puppet

    radosgw can't properly initialize until the Ceph cluster is populated
    with enough OSD nodes, and we already have radosgw restart as a
    post-deployment action in Astute.
