Bug Description
Environment:
HA, 3 controllers, 1 compute, 3 Ceph nodes, Neutron VLAN with tagging, Fuel 5.0.1 ISO #137.
Note: this issue reproduced only for HA environments.
Steps To Reproduce:
1. Deploy cloud with Murano in HA mode.
2. Start to deploy Murano environent.
Observed Result:
Murano environment will be deployed with status 'successfull', but no Heat stacks and VMs will be created. We can see that OSTF tests will PASS, but in fact Murano doesn't work.
The root of this problem in incorrect keystone configuration in Murano conf file.

Need to fix it to correct public virtual IP address on HA OpenStack cloud.
