Bug Description

MOS 8.0 and 9.x
Zabbix 2.5.2 or later

If the security options do not have Horizon HTTPS enabled, cluster with Zabbix plugin enabled fail to deploy successfully

Verification have completed successfully for the following combination of security options:
no HTTPS for services and Horizon
HTTPS for services but not for Horizon
HTTPS for services and Horizon
Test cases was performed manually:
Check Zabbix API
Check dashboard configuration
Check zabbix triggers
Zabbix service network failover
Zabbix service host failover
