Bug Description

Steps to reproduce:
Use 'separate_keystone_service_add_delete_node' from fuel-qa with steps:
1. Create cluster
2. Add 3 nodes with controller role
3. Add 3 nodes with keystone role
4. Add 1 compute and cinder
5. Verify networks
6. Deploy the cluster
7. Verify networks
8. Run OSTF
9. Revert snapshot separate_keystone_service
10. Add one keystone node and re-deploy cluster
11. Run network verification
12. Run OSTF <<=

Expected results: OSTF passed

Actual result: Error Message
Failed 5 OSTF tests; should fail 0 tests. Names of failed tests:
  - Check network connectivity from instance via floating IP (failure) Subnet can not be deleted Please refer to OpenStack logs for more details.
  - Create security group (failure) Failed to create rule in security group. Please refer to OpenStack logs for more details.
  - Launch instance with file injection (failure) Creating instance using the new security group has failed. Please refer to OpenStack logs for more details.
  - Launch instance, create snapshot, launch instance from snapshot (error)
  - Create user and authenticate with it. (failure) User can not be created. Please refer to OpenStack logs for more details
