Detailed bug description:
If you try to install the murano service on fuel 11 Ocata, the installation process fails with this:

Puppet (err): Execution of '/usr/bin/apt-get -q -y -o DPkg::Options::=--force-confold -o APT::Get::AllowUnauthenticated=1 install murano-rabbitmq' returned 100: Reading package lists...
Building dependency tree...
Reading state information...
E: Unable to locate package murano-rabbitmq

If you try to find the package:
apt-cache search murano-rabbitmq doesn't return anything.

Steps to reproduce:
Make a new environment and pick murano service and install it.

Impact:
Can't install murano service

UCA indeed doesn't contain murano-rabbitmq package.
