[10.0 swarm] Cluster settings are changed after deployment

The issue was found by

Steps to reproduce:
 Please take a look a look the following scenario [0] [1]

Cluster settings are changed after deployment. New section [1] appears there

This change was made during the fix of https://bugs.launchpad.net/fuel/+bug/1668553. Please change tests accordingly. Assiginig but to the QA team.
