FUEL 11 + Ocata UCA + keystone endpoint not following https configuration

Bug Description

After installing an environment, specifying to use TLS and SSL certificate, keystone public endpoint is not correctly configured to http://host instead of https://host

This problem causes horizon and components relying to the public keystone endpoint not to work.

Workaround:
openstack endpoint create --region=RegionOne keystone public https://hostname:5000

Delete the old public endpoint
Restart keystone (apache2)

Could you tell me what logs to provide? Our diagnostic snapshot is way
too big to be uploaded to any cloud services.
