Bug Description

Fuel 10 build #1561

Scenario:
            1. Create cluster
            2. Add 3 controller, 1 compute
            3. Deploy the cluster
            4. Remove 2 controllers
            5. Deploy changes

Observed behavior:
Task 'deploy' has incorrect status. error != ready, 'Deployment has failed. All nodes are finished. Failed tasks: Task[cluster-vrouter/1] Stopping the deployment process!'

The reverted environment has cluster-vrouter running. The task itself timed out, but after the revert everything was fine. We saw similar issues with other tests on this slave. Apparently, the jenkins slave running those tests is a possible culprit.

I reproduced this bug on another server. As workaround we can run redeploy environment. Thus, I can confirm the bug and decrease severity to high.

For some reason it took almost 4 minutes for p_vrouter to start.
