[10.0] Failed to deploy controller node on task conntrackd/1

Bug Description

Steps:

1. Deploy Fuel 10.0 with iso: http://srv52-bud.infra.mirantis.net/fuelweb-iso/fuel-10.0-1544-2017-03-30_17-00-00.iso.torrent
2. Setup cluster with configuration:
Use Newton on Ubuntu 16.04, Neutron with VLAN segmentation, LVM block storage, with Ironic.
1 controller node,
1 compute node,
1 cinder node,
1 ironic node.
3. Start deployment.
4. Close to the end of openstack deployment it failed with error from controller node:
Deployment has failed. All nodes are finished. Failed tasks: Task[conntrackd/1] Stopping the deployment process!

In puppet.log of controller node there are error messages about failure of flavor creation and listing:

Execution of '/usr/bin/openstack flavor create --format shell m1.micro --public --ram 64 --disk 0 --vcpus 1' returned 1: Unknown Error (HTTP 503)

Could not prefetch nova_flavor provider 'openstack': Command: 'openstack ["flavor", "list", "--quiet", "--format", "csv", ["--long", "--all"]]' has been running for more than 40 seconds (tried 4, for a total of 170 seconds)

Also there is warning about lack of swift ring file:
Unexpected line: Ring file /etc/swift/object.ring.gz not found, probably it hasn't been written yet
