[10.0 swarm] Network verification is not possible because some nodes are not available via mcollective

Detailed bug description:

The issue was found by https://product-ci.infra.mirantis.net/job/10.0.system_test.ubuntu.cluster_actions_ha/221/testReport/(root)/deploy_stop_reset_on_ha/

            1. Create cluster
            2. Add 3 node with controller role
            3. Verify network
            4. Deploy cluster
            5. Stop deployment
            6. Reset settings
            7. Add 2 nodes with compute role
            8. Re-deploy cluster
            9. Verify network
            10. Run OSTF

Actual result: step #3 fails
AssertionError: Task 'verify_networks' has incorrect status. error != ready, 'Method verify_networks. Network verification not available because nodes ["1"] not available via mcollective.

            1. Create new environment with VLAN segmentation for Neutron
            2. Add controller and compute nodes

On failed node mcollective is not started. The restart of node fixs problem
