Bug Description

Detailed bug description:
 there is no package/service (systemd units) in Ubuntu 16.04 to load cgroup config files.
 Related bug https://bugs.launchpad.net/fuel/+bug/1669747

Steps to reproduce:
 Enable cgroups settings

Workaround:
 Manage this services by way of puppet tool:
 https://review.openstack.org/#/c/443556/3/deployment/puppet/cgroups/files/cgconfig.init

 To manually load the config files:
 # cgconfigparser -l /etc/cgconfig.conf
 # cgrulesengd -vvv --logfile=/var/log/cgrulesengd.log
