Bug Description
Reproduced on MOS 9.2 + telemetry plugin 1.0
WHen telemetry plugin is installed, user still has access to "Install Ceilometer and Aodh" in Fuel UI, which is misleading.
There is also no info in plugin doc that the option "Install Ceilometer and Aodh" should not be used if plugin is enabled, and MongoDB nodes should not be deployed.
