Build fuel-nailgun debian package and required packages for it

We need to have fuel-nailgun package with required packages. We are going to install fuel-nailgun as library on the slaves and bootstrap nodes.

Fuel package is already built but placed here: http://mirror.fuel-infra.org/mos-repos/ubuntu/10.0/pool/main/f/fuel-web/. Moving state to Invalid.

fuel-nailgun specs now do not contain any fuel-nailgun library. moving state back to Confirmed
