Bug Description

The test Preservation config after reset of cluster and preconfigured deploy
fails with error: AssertionError: Expected that the option "network_vlan_ranges" has value "physnet2:1000:1001,physnet1" in config file /etc/neutron/plugins/ml2/ml2_conf.ini but actually has value "physnet1,physnet2:1000:1030": FAIL

We need to investigate what is this: a test fail or fail in nova re-configuration.
