Bug Description

When running noop tests using Puppet4 task upgrade/prepare_symlinks fails with errors:

failed should compile into a catalogue without dependency cycles (error during compilation: Evaluation Error: Error while evaluating a Function Call, 'split' parameter 'str' expects a String value, got Undef at /home/jenkins/workspace/fuellib_puppet4_noop_tests/deployment/puppet/osnailyfacter/manifests/upgrade/prepare_symlinks.pp:5:19 on node upgrade/prepare_symlinks.pp)

Looks like there is no mu_upgrade hash in fuel-noop-fixtures, function in upgrade/prepare_symlinks.pp got undef argument
