Job old.fuellib_review_syntax_check continuously fails in 7.0

 old.fuellib_review_syntax_check job continuously fails on haproxy module with the next error: http://paste.openstack.org/show/597970/

The issue occurs because of incompatibility of pinned rspec-core version (3.1.7) with a new version of rake.

Steps to reproduce:
 Run old.fuellib_review_syntax_check job here: https://ci.fuel-infra.org/job/old.fuellib_review_syntax_check/

Expected results:
 old.fuellib_review_syntax_check job should pass.
Actual result:
 old.fuellib_review_syntax_check job fails.
Reproducibility:
 Always
Workaround:
 No.
Impact:
 This issue prevents us from merging https://review.openstack.org/#/c/422768/

    Unpin rspec-core version in haproxy module

    Pinned rspec-core 3.1.7 version in haproxy module is incompatible
    with a new version of rake.
