Bug Description

Upstream patch https://review.openstack.org/#/c/428795/ breaks Fuel noop jobs, we need to make sure neutron_url isn't defined 2 times and then when https://review.openstack.org/#/c/428795/ is merged switch to usage of ironic::neutron class

    Avoid duplicate declaration for neutron/url

    Upstream patch https://review.openstack.org/#/c/428795/ moves
    neutron/url option to another class. So we need a workaround
    for duplicate declaration.

    Use ironic::neutron class

    Keystone_authtoken parameters were deprecated for
    authenticating in neutron, we need to switch to neutron/*
    auth options using ironic::neutron class.
