fuel-devops failed to sync time because of deprecated 'ntpdate' command

Bug Description

Fuel-devops should be aligned to the changes for 'ntp' package:

1. In the /etc/ntp.conf , 'server x.x.x.x' has been replaced with 'pool some.url.org' options, so the time syncronization is failed to find the ntp server to sync.

2. 'ntpdate' command has been deprecated and should not be used.

    Fix timesync behaviour with new ntp.conf defaults

    - use "ntpd -gq" instead of "ntpdate"
    - as consequence - get rid of parsing ntp.conf for peer addresses
