[9.x swarm][mos_mu] Playbook update_fuel.yml failed to start rabbitmq

Detailed bug description:

The issue was found by https://product-ci.infra.mirantis.net/job/9.x.system_test.ubuntu.fuel_plugin_vip_reservation/179/testReport/(root)/setup_master/setup_master/

Steps to reproduce:
  1. Setup master node
  2. Update master node till 9.2 using https://github.com/aepifanov/mos_mu/tree/9.2

Expected results: update completed
Actual result: update fails on update_fuel.yml

Additional information:
After the reverting of failed snapshot the issue was disappeared.
