[noop] Invalid parameter manage_memcache_package

Upstream commits https://review.openstack.org/#/q/topic:authtoken_memcache_package are using an option which is not available in keystone module 9.4.0 tag, and this breaks noop tests, we need to update keystone ref

    Update reference for keystone

    Reference for keystone should be updated to
    consume manage_memcache_package option from
    keystone::resource::authtoken class. This will
    unblock Newton CI.
