Network checker does not check network on plugin roles

Steps to reproduce:
 Create plugin, install plugin with custom roles, start network verification graph.
Expected results:
 Network verification is run on all roles.
Actual result:
 Network verification is run on core roles only.
Reproducibility:
 100%
Workaround:
 Update net-verification graph
Impact:
 All users who use network verification

    Adopt network checker for plugin roles.

    Upstream network verification graph contains plenty
    of fuel specific roles, which prevents networking
    to be properly configured and run on nodes with plugin
    roles.
