[9.1] "Host" task failed after reset

Bug Description

Fuel 9.1

Steps to reproduce
1. Deploy environment with contrail plugin
2. Reset environment after deploy.
3. Change slave`s names and roles
4. Run new deploy

Actual result:
Deployment has failed. All nodes are finished. Failed tasks: Task[hosts/1]
Stopping the deployment process!

Expected result:
Deploy is successful

Workaround:
Reset environment and start deploy again

I`ve reprpoduced bug on test env

Root cause is that some nodes are present in deleted_nodes and in nodes-to-deploy lists, that are mutually exclusive.
