Bug Description
Using Fuel 9.0 to deploy Mirantis 9.0 Openstack in VirtualBox 9.1.10.
Fuel provisions a controller node with Ubuntu 14.04 successfully.
When I try to deploy openstack controller it ends with " Task tools failed on node 1" and "[31278] Node 1(tools) status: error".
This is the only error during deployment.
This is reproduced with every fresh Fuel installation.
