Bug Description

Detailed bug description:

Starting from Liberty, Ceilometer alarming service (called Aodh now) supports the feature called "Alarms based on events". This feature is still not available in MOS.

Steps to reproduce:
1. create an event alarm

aodh alarm create -t event --name "TestEvent" --event-type compute.instance.create
--query "traits.state=string::active” --alarm-action log://

2. successfully create a new vm

Expected result:
1. the created alarm is in "ALARM" state
2. Ceilometer log file contains the corresponding message from aodh

Actual result:
Nothing happens

Workaround:
add
"- notifier://?topic=alarm.all" to publishers in /etc/ceilometer/event_pipeline.yaml file and restart ceilometer-agent-notification service on all controllers
