Upstream gate tests failed with Invalid parameter keystone_password

Upstream puppet-heat has deprecated keystone_password parameters, so our tests failed for every commit. We need to fix this.

Set as invalid for 9 and 10 branches as we point to heat version with keystone_password in them.

Remove keystone_password from cluster heat spec

keystone_password is deprecated, according to upstream puppet-heat [0],
so we need to remove it from our specs to pass upstream gate tests.
