Add Puppet 4 packages to master repository

Please add Puppet 4 packages for both Ubuntu and Centos 7 distributions.
The newer version is required by OpenStack Puppet modules [1] which are being currently developed for OS Ocata.

Packages are available in corresponding requests.
But for now it seems like our manifests still are not ready to puppet 4. So, I return the bug to author.
