[9.2] Glance OSTF is failed

Since 9.2 shapshot #446 the OSTF
"Launch instance, create snapshot, launch instance from snapshot " fuel_health.tests.smoke.test_nova_image_actions.TestImageAction.test_snapshot is failed:
    Scenario:
     1. Get existing image by name.
     2. Launch an instance using the default image.
     3. Make snapshot of the created instance.
     4. Delete the instance created in step 1.
     5. Wait while instance deleted
     6. Launch another instance from the snapshot created in step 2.
     7. Delete server.
But can't figure out on which step the test is failed exactly.
The problem is reproduced 100% at the moment.
Is still seen on 9.2 snapshot #454

The problem affects the mos-int tests. Diagnostic snapshot from 9.2 #454 is attached.

Also found that the same problem is seen on swarm runs
