Bug Description

This slows down deployment for up to 4 times on scale of 300 nodes due to commit

3f21d35f354f4834f15f191ad11a29b9d52f93cc

which actually traverses the whole deployment graph and slows down task reporting which in turn makes deployment slow.

Deployed on 200 nodes twice. Deploy time was significantly increased (from about 2 hours to 40-50 minutes). So, marked as Fix Released.
