Detailed bug description:
if we try to install Fuel by Miratis 9.0 ISO after release of 9.1 to mos-updates repo, we retrieve not clear 9.0 Master Node
1) https:/
as we see in ^^ we install fuel-release packet from mos-updates repo before we disable online MOS repos https:/
2) fuel-bootstrap in this case will contain packages from ubuntu mos-updates repo, so we retrieve 9.1 bootstrap for 9.0 env's
This fact broke our vision of 9.0 product and fuel-qa test for installing Fuel 9.0 and 9.0 - 9.x update procedure.

Note: we are not able to install clear 9.0 OR clear 9.1 - the content will be mixed after bootstrap_ admin_node. sh; should we restrict 9.0 installation and enforce user to update to 9.1 right after installing 9.0?
