cannot install "clear" 9.0 after 9.1 release

Bug Description

Detailed bug description:

 if we try to install Fuel by Miratis 9.0 ISO after release of 9.1 to mos-updates repo, we retrieve not clear 9.0 Master Node

1) https://github.com/openstack/fuel-main/blob/master/iso/bootstrap_admin_node.sh#L232-L237
 as we see in ^^ we install fuel-release packet from mos-updates repo before we disable online MOS repos https://github.com/openstack/fuel-main/blob/master/iso/bootstrap_admin_node.sh#L237
2) fuel-bootstrap in this case will contain packages from ubuntu mos-updates repo, so we retrieve 9.1 bootstrap for 9.0 env's

This fact broke our vision of 9.0 product and fuel-qa test for installing Fuel 9.0 and 9.0 - 9.x update procedure.

Note: we are not able to install clear 9.0 OR clear 9.1 - the content will be mixed after bootstrap_admin_node.sh; should we restrict 9.0 installation and enforce user to update to 9.1 right after installing 9.0?

Sure, we should enforce user to update/upgrade to 9.1 because after the release all -proposed packages would be moved to the -updates repo which is hardcoded in the 9.0 iso by default.

Its good that we should enforce - but actually I dont see it in the doc, so at least from doc side its not incomplete

Ok, thanks everyone.
As discussed offline, we should inform the user that 9.1 is delivered as repo. Therefore, the user need to install 9.0 ISO and then update to 9.1 using the documented procedure.
