ENVIRONMENT: MOS 9.1, snapshot #280

STEPS TO REPRODUCE:
1. Deploy 9.0
2. Upgrade to 9.1, snapshot #280
3. Run all sahara OSTF tests

EXPECTED RESULT:
Tests passed

ACTUAL RESULT:
  - Sahara test for checking CRUD operations on Vanilla2 templates (failure) Failed to create node group template. Please refer to OpenStack logs for more details.

    Vanilla have a 2.7.1 version for mos 9.1 release
