Cluster tabs are not rendered after "Health Check" tab opened when ostf is not available

Cluster tabs are not rendered after "Health Check" tab opened when ostf is not available

Steps to reproduce:
1. Create cluster with default settings but ostf must be unavailable
2. Go to any cluster tab except "Health Check". Look pic_1.
3. Go to "Health Check" tab. Look pic_2.
4. Go to any cluster tab from step 2. Look pic_3.

Expected result:
Cluster tab is opened and not empty.

Actual result:
Cluster tab is not rendered. OSTF error is observed: "OSTF server is not available.".

Environment:
master fake-ui
Firefox 48.0

    Fix handling of unavailable OSTF

    Backbone mixins listen to ostf object properties on Healtcheck tab
    (tests, testruns, etc.).
    So ostf should not be undefined but an empty object by default.

Verified with fake UI on origin/stable/mitaka from 01.11.16
