Tox in fuel-web uses python3 sometimes and fails

Bug Description

web.py doesn't support python3, so tox fails, when it runs on python3.

I use ubuntu xenian on my desktop, tox runs with python3 by default for tox -e start,stop,performance and other envs except for tox -e py27.
